Yes, ensure they are in the AD group which is sync'd with the Enterprise
Resource Pool.
Sync'ing with security groups will not enable them as resources.

I'm using mops07 and I have a setup where I have 1 AD group for all of my
users. When I sync the new user is automatically set to active, the checkbox
"user can be assigned as a resource" is checked, and the user is
automatically placed in the Team members group.
