How may I set a personal reminder, for my eyes only, in Outlook? For

Unless you use an Exchange account and have shared your mailbox, everything
in Outlook is for your eyes only.

That's what I do. For something like you describe, I make an all-day event
with the time marked "Free". I keep tract of time-sensitive items that way.
When I start Outlook, the Outlook Today page shows me thinks I need to
handle that day.
