I have the same issue...
However to verify that this is the same issue, try the following:
Adjusting resource availability is done through the Resource Information
dialog box - general tab. To access this feature follow these steps.
1. Navigate to the Resource Center
2. Check those resources you would like to edit.
3. Select "Open" from the menu directly above the resource grid.
4. Project Pro will open as "Checked Out Enterprise Resource Pool"
5. Double click on the resources you would like to edit to open the resource
information dialog box.
6. Navigate to the General Tab.
7. Adjust Max Units in the Resource Availability grid in the lower left-hand
corner of the dialog box (it will read as "Units" but this represents Max
Units).
8. Adjust the resource's calendar by selecting Change Working Time from
within the General tab.
9. From here, you can apply a unique calendar or adjust the calendar as you
see fit.
10. Save and close project pro.
Remember, resource availability is defined as (Calendar Availability x Max
Units). So, Max Units are like a filter on the Calendar. If my calendar
implies a 8-hour day, and my max units are 50%, then my max availability is
4-hours per day.
