Setting Email Reminders

Is there an easy way to set up email reminders that could be sent out at a
certain time if a resource has not submitted their timesheet? We are not
using managed time periods, as the plans were already loaded and we had
issues when trying to switch between non-managed and managed.

appart from the "Alert me about my resources on tasks and status reports",
there is no easy way to set reacuring e-mail reminders.
