Setting office hours in Outlook

Is there a way to set my normal office hours in Outlook 2003 which
people can see when proposing meetings?

Try Tools, Options, Preferencs, Calendar Options

I have that set, and I when I look at my daily calendar, it is a
different color of brown out - but people still send me meeting
requests outside of this range.

No, there is no way of preventing that unless you set a recurring
appointment for your afterhours, say 5-8 PM and set it as Out of Office or
Busy.
