Setting Permissions in Outlook

I need to setup permissions on each of my User's Microsoft Outlook so they
cannot access other User's Inbox and Calendar.

I went into Microsoft Outlook and changed the permissons in the Inbox to
NONE but that did not work. Another User's with no administrative rights,
was able to access the Inbox anyway.

Check the permissions set on the user's record in Active Directory. From
what you describe, it sounds likely that permissions there are too loose.
