Setting rules wizard

[Troubled]

i am trying to set up rules when i send\receive mails,how
do i go about setting the rules so that the rules set will
also apply to all users. Currently, the rules that i set
only applies to myself only.

We need a lot more information.

What version of Outlook? Rules are profile specific but there may be a
method to export your rules to import for other profiles.
