Setting text to Heading causes text prior to change as well - why.

I have a page of text, then a page break and a new heading. When I highlight
the new heading to change it to Heading 1, the text on the page also changes
to Heading 1. Typically the last paragragh.

Any one any ideas as it is more than a little annoying.

The problem is that Word doesn't insert a new paragraph along with the
manual page break. You have to do it explicitly, by pressing ENTER
before the break; and then you'll be able to apply different styles to
the text before and after the page break.

Note that it is usually more convenient to format the paragraph that
should be preceded by a page break with "Page break before"
formatting. You'll find this option on the Lines and Page Breaks tab
of the Paragraph dialog box. If you need the setting often, add it to
your heading style.

Actually, recent versions of Word (Word 97 and above, I think) do insert a
paragraph break when you insert a page break. The problem arises from the
fact that the page break itself takes on the formatting of the following
paragraph. If this includes shading, that can cause problems. If the
paragraph before the page break has taken on the style, it's because the
paragraph break has been deleted or this is an older version of Word.

Yes, I was referring to the fact that the break itself takes on the
formatting of the first paragraph on the next page. It might be a
problem with borders, but also with numbering: The text before the
break has a paragraph number, and the text after the break does not
(unless you insert extra breaks before and after the break). Neither
of these problems occur with section breaks or with the "Page break
before" formatting selected.
