Setting up a label Template

I am trying to make a label template, similar to the premade ones. I have been using the 2.5" x 2.5" and just shrinking it down to 1.25" x 1.25", however this wastes a lot of paper because it only prints 9...what I am trying to figure out is how to get the single design to fill as much of the paper as possible i.e 30 labels per page without cutting and pasting all of them... the Avery templates you just design one label and it fills the number of slots on the page.

I would like to set up a template where I select the size of the 'label' and design
one, instead of having to cut and paste every on one the page...just like the avery
templates...where you design one and it fills the appropriate number based on size.
Is this possible?
