Setting up admin tasks in project server2002 environment

Having some trouble setting up admin tasks, which I would
like to use for ongoing overhead activities (using
MSProject server2002). (a summary of this is described in
the MS white paper 'Timesheet Improvements in Microsoft
Office Project Server 2003')

Having set the task as 12 month fixed duration, non-effort
driven, which other task settings would apply? The problem
is when resources are assigned the duration changes. Also,
if zero work is entered, as recommended in the white
paper, any amount of time entered in web access forces the
%completion to be 100%.

If you've successfully set the task type to fixed-duration, the duration
will not change when you add the resource. I strongly recommend you do this
with a split window. As you've discovered, you do need to set a level of
effort for overhead projects to work correctly. Beyond that, you need to
monitor the remaining work values and add effort when necessary.
