Outlook Express and Outlook are different programs. If it's Outlook Express,
you're in the wrong newsgroup.

Outlook Express, which is part of Internet Explorer or Microsoft Outlook
which is part of Microsoft Office? Check Help > About to find out what
you're using and what version.

Your ISP should have all the details you require for setting up your email
account, including your incoming and outgoing email servers and the
requirements for authentication. Check their website, it should all be
documented for you.

Visit your ISP's web site, look for help how to set up email, they will
probably show the settings for Outlook Express, but Outlook settings are the
same
Then in Outlook Data File management check the account settings

The settings that you are required to set will be documented on your ISP
website. Use the mail applet in the control panel (make sure you set it to
classic view so you can find it) to create a profile for Outlook to use, and
this is where you configure it according to the settings that your ISP has
published.

You're paying your ISP for connectivity. Contact their technical support so
they can talk you through it.
