Setting up FP users

I am running a Windows 2003 server and FP 2003. Former versions of FP
have had a nice utility to set up additional users (authors, editors or
whatever the term is now for web authors).

For some reason I am finding nothing on how to setup other users and set
permissions so they can log in and edit or add pages.

Does anyone know where I might find info on this process? I don't want
to have to go in to Windows and add a user there. Previously, FP would
add the user, set permissions and manage the users without having to go
to the OS to do it.

Any help is appreciated.

Choose Server from the Tools menu, and then Permissions.

This will display a set of Web pages that perform the fucntions you want.
