I am looking on information on how to set up Global Rescources with
different levels.. for ex.
Electrical
Contractor Name
Contractor employee name

Many people have done this before in several different ways. You need
to set up an Enterprise Resource Outline Code. You may even want to
use the special RBS (Resource Breakdown Structure) code for this,
particularly if you want this to drive project permissions. These
outline codes are defined in the Enterprise Global Template.

Do some searches on "Setting up a RBS in Project Server 2003" and I
think you'll find some decent resources.
