Setting up outlook for the first time

I have been trying to set up Outlook to retrieve my emails and use the other
resources. However, I don't know how to set it up properly. Do I use the
"pop3", "microsoft exchange server?" I don't know. I've never set up a
program before and need some guidance. How do I do this, what are all of the
necessary steps etc? Any help would be greatly appreciated. I just want to
be able to use Microsoft Outlook the way it was meant to be used. Thanks.

Depends on what type of mail server your ISP offers. They can tell you.
Most likely, it's POP.
How do I do this, what are all of the necessary steps etc?

Depends a lot on what version of Outlook you have. Your ISP should have a
web page that contains instructions. Those instructions may be written
explicitly for Outlook Express, but it's easy to adapt them to Outlook,
since the account wizards are similar and require identical information.
