Setting user permisions on directories/files

I have a user who is developing an access system. As part of it, he needs
to be able to create directories on a shared drive from the server and set
the permissions. I have found xcalcs which claims to be able to do this but
when trying to make it run as part of his access program, we've found that it
seems to be setting the permissions for users which we haven't specified.
The permissions appear to be set for what looks suspiciously like a raw
registry entry - a long line of code, rather than a name.

I suspect xcacls is not meant to be used from each client workstation rather
than having it done centrally from the server. Am I correct?
