setting validation rules

I'm a little new to Access. I'd like to know how to set
an expression that when a record is filled in with a
number, it automatically goes to a new record. If it is
not filled in then 3 additional records do need to be
filled in. That may be more than a simple expression can
do.

Any help would be much appreciated.

Can you give us more information/details? This is something that likely can
be done using programming, but not by a simple validation rule.
