Setup new Project Workspace

I setup a new Project Workspace and made it an enterprise standard,
setup that specific workspace as the default template in the Project
Workspace provisioning settings and for some reason when I save and
publish a new project to the Project Server it will not create a new
workspace. It creates the workspace, but when I check the workspace
settings, there is no Site Address link, it is blank so something is
not registering correctly? Any ideas how to fix this problem?

I finally figured out my problem, if anyone else runs into this
problem they can follow the following steps in the link provided:

To clarify, was your issue around the fact that the workspace you saved as a
template was still linked to a project? This seems to be a common mistake
because this was allowed in the 2003 version of this process.
