share calendar missing permission tab

I have 2003 microsoft exchange server. When I go to "share my calendar" I
am missing the "administration" "forms" and "permission" tabs. These used to
be here because I used them to add permissions to several other people so
they could review my calendar. Today I went to add someone to allow them to
view my calendar and the tabs are missing.

Any ideas on how to get them back?
