Shared addin setup for word

Hello All,

We are creating a shared addin for word using visual studio 2008 and Vb.NET
we created a setup project using setup project of Visual studio 2008 .

On installation, addin is working fine on vista , window 2003 and xp with
office 2007.
However in any machine with office 2003, our addin is not loading.
We created our addin project in machine with office 2003, and visual studio
2008.
we also tried of signing of dlls with keys ,however yet addin is not loading
for office 2003.
We do not want to use VSTO based addin so using shared addin project.

any help is welcome.
