Shared Border will not highlight in the format Toolbar

When I click on format the shared border will not show up. I need to insert
one but cannot. How do I do this?

Tools | Page Options | Authoring.
Put a checkmark by "Shared Borders".
However I will advice you to look into using Dynamic Web Templates
instead.
