Shared borders, border properties, FP 2003 error

When border properites are used the background images
will not save when the page is saved.
I am also having problems getting the same images to
display properly in the browser. It seems to be fine in
the FP display and when yo ugo to the browser the images
are not there.

What am I doing wrong??
Is there a bug in FP 2003?
