shared borders

How do I use a shared left border for all pages in FP 03?
or should I use include page? and if so then do I just
create a blank page add a table with my links?

For FP2003, look at Dynamic Web Templates (DWT) instead of shared borders.
IMO, DWTs are best, and Include pages are superior to shared borders. You
can use Include pages in a DWT.

Your method for creating an include page is correct. Then use
Insert->Web Component->Included Content->Page Click finish to add the
include page to your content page.

To enable shared borders in FP2003, use Tools->Page Options - Authoring Tab
Then tick Author-time Web Components, and tick Shared Borders.
