Shared Contacts: search does not find contact

Hope someone can help me out.

Our organization shares contacts in Outlook 2003 through the exchange
server. One person's outlook contacts folder acts as the main contact
management folder.

When we enter new contacts in this folder, the contact info appears.
However, when we use the Outlook contact search function, the contact
name/info does not appear. The same problem occurs when we try to add a name
to a distribution list. Contact does not appear in the main contact list
when creating distibution list, but clearly is in the overall contacts folder.

Why does this happen and how do I fix it?

You can't use someone else's contacts folder as an address book (at least
not easily). Central company contacts should always be put in a public
contacts folder, permissions to view/edit set appropriately, and all users
can add the PF as an address book. Keep mailbox contacts for personal
contacts that nobody else really needs access to on a regular basis.
