Your top.htm is not a valid html page
FP include pages must be complete html page w/ body tags
It starts with
<html>
<font size="2">
<table width="740" id="table1" cellpadding="0" style="border-collapse: collapse"> ...
And ends with
</table>
</font>
</html>
It must have at least
Start of page
<html>
<head>
</head>
<body>
<table width="740" id="table1" cellpadding="0" style="border-collapse: collapse"> ...
And end of page
</table>
</body>
</html>
Same applies to your bottom.htm
