Shared Lists & Custom Views (PS2007)

I wish to create global lists that are shared amongst all workspaces. These
populated lists will then have a view in each workspace filtered by a
criteria that I set - most likely a field for workspace name or something of
the like. So if the same global list is "exposed" in 2 workspaces , the data
seen in each is filtered for that workspace.

I wish to also make these lists part of a workspace template that is used
when a new project workspace is created.

Finally, the intent is to make these global lists viewable & searcheable
from another site in PWA.

Thoughts on how this could be accomplished?
