SharePoint as a web CMS for EXTERNAL websites

How does SharePoint 2007 deal with WEB content management? In
particular, can SharePoint Designer 2007 be used to publish FrontPage
2003 websites? I know that SP can open and edit FP docs and vice-
versa, but what I'm wondering is how does SharePoint integrate as far
as web page versioning control and publishing control (i.e. staging
docs for approval before making them live).

SharePoint seems more aimed at intranet websites for employees rather
than external sites for customers. Is SharePoint Designer 2007 a good
solution for a Content Management Solution for an external website
initially built on FP?

I have done extensive reading and am still trying to grasp how MS
Expression (formerly FrontPage) and SharePoint 2007 will work
together.
