SharePoint Configuration Wizard for Project Server 2003 Crashes

I'm trying to install Project Server 2003 onto a SPS 2.0 server.

Upon running SharePoint Configuration Wizard an exception
is raised with a stack trace.

at System.Reflection.RuntimeConstructor.SerializationInvoke
at System.Serialization.ObjectManager.CompleteISerializableObject
.....
.....
at Microsoft.Project.STSWiz2.STSWizApp.AppMain()

It's a standalone 2003 server, SPS 2.0, SQL 2000. It's
been in use for a couple of months. All updates have been
applied.
