SharePoint error

I delete the WindowsSharepoint services along with the database and
the website.
After reinstalling it, I am getting the following error.

Access denied. You do not have permission to perform this action or
access this resource.

Access requests are not enabled

All the permissions are in order. I have recreated all the sites again
after the installation.

Please help!!!!

For a problem like this you must provide a lot more detail than you've
specified in your post. For instance, you don't even tell us what button or
action you're taking to produce the error. With uninstalls and reinstalls,
there are all types of problems you can run into. Some have to do with the
system and some may be directly related to the applications. Five sentences
in the news group is not going to produce an answer for you.

I had this same issue with users accessing the Public Documents site.
It was the an issue where the Project Server and the WSS server were
not in synch with their access lists. Go to the Admin page and then the
WSS page. Within that go to the site provisioning page and click the
Synchronize button for the site that is giving you this error.
