Sharepoint Portal event log: Synchronization exception occurred

I have two problems, I'm not sure if they're related or not:

Problem 1:
As stated in the subject line, I get a bunch of event log errors with

Description: Synchronization exception occurred
Data: AppDomain: spsadmin.exe.System.UnauthorizedAccessException:
System.UnauthorizedAccessException: An attempt was made to perform an
unauthorized registry operation.. at
Microsoft.SharePoint.Portal.Topology.TopologyManager.g(). at
Microsoft.SharePoint.Portal.Topology.TopologyManager.Open(). at
Microsoft.SharePoint.Portal.AdministrationService.Run()


Problem 2:
I get the following message when attempting to access the Documents
section of my projects (the Risks and Issues sections work fine):

The documents, risks and issues features in Project Web Access use
Windows SharePoint Services.

There is a problem establishing a connection with the Web server
running Windows SharePoint Services. Contact your system
administrator.


I've spent several hours googling these problems but none of the
knowledge base articles or newsgroup posts have helped me fix this
problem.

Anyone have any ideas (aside from tossing Project Server)?

Did you ever find a fix for this issue ? We are recieving a similar
message in regards to the TopologyManager exception. We are not using
Project Server, just a straight SPS 2003 with SP1 setup.
