Sharepoint services acting as if it's not installed

Every once in a while, if I access risk and issues from my
home page, I receive an error stating sharepoints services
was not installed call your system admin. If I access the
risks and issues through the project portal page,
everything works fine. After accessing the portal page,
if I return to my home page, risks and issues works fine.
Its acting as if something is not loading correctly when
accessing from home page for the first time.

Any thoughts?
