Shift+Down Arrow Won't Highlight Text

There are two computers at our site that when pressing
the shift + the down arrow in an email won't highlight
the text. When these keys are pressed, it only scrolls
down the email. Both systems are running windows xp pro
and office xp.

Thanks in advance for any ideas.
