Shorcut won't open access mdb file

I have a shared drive with a mdb file. I created a shorcut by right-clicking
and send-to "desktop."

If a user A has this already opened, user B is not able to open this by
double clicking the shorcut. On the other hand, if user B opens Access first
and then opens the file using "file->open," the file is accessbile.

Does anyone know what causes this and how to fix it?

Both user A and B need to have full permissions for the folder holding the
MDB file. Not just the file, but create, delete, and edit permissions for the
folder.

Thanks for the help. Both users A and B have full access to this folder
where the file resides.

Do you know if there's anything else that might be the problem?

Again, this only happens if one user has this file already opened. I noticed
that I do not have any "excl" arguments when access is being opened.
Furthemore, it is certain that an ldb file is created in the same directory
where the file resides.
