show axes buttons in chart options pane

I would like to make secondary horizontal axes on charts in xl2008. There is no chart options menu choice anymore, apparently, so the formatting palette is the only place to go to accomplish this (someone please correct me if I'm wrong).

The axes (show) buttons suggest that they can do it, but their function seems to be damaged. When I click either show secondary horizontal or vertical axis, it only affects the vertical axis.

I have resorted to performing this function on xl2007 running on the windows side of my mac, saving the file, then opening in 2008, which then allows me to format that secondary horizontal axis as if it was made in 2008.

Any hints, or are we just waiting for things like this to be fixed with an update?
