So are these users of Exchange as the mail server? You need to go into
the Mailbox Rights option in Exchange to alter permissions (User
Properties -> Exchange Advanced tab -> Mailbox rights). There are 2
settings: "send on behalf of" and "send as". "Send on behalf of" is a
right you can assign to individuals (User Properties -> Exchange General
tab -> Delivery Options) and makes it obvious to the recipient that the
e-mail did NOT originate from the usurped identity. For the user to
"send on behalf of" or "send as", they will need to be assigned as a
delegate of that other account.
