shutting down Outlook always prompts "macros disabled"

I loaded Office 2003 today. Each time I exit Outlook I am told that the
macros have been disabled, so any changes I have made are not retained.

Also, I believe related to this, I cannot locate normal.dot when I want to
change the Word template.

I have attempted to follow some of the other advice given, and have enabled
the VB macro, but it does nothing.

Thank you for any assistance you can give.
