' sign is first in my signature + message re activex controls

I have configured a signature in Outlook 2003, when I create a new message
the following error is given:

One or more activex controls could not be displayed becuase either:

1) Your current secuirty controls prohibit running ActiveX controls on this
page, or
2) You have blocked a publisher of one of the controls

As a result the page may not display correctly

When I click OK to accept this error message my signature appears but with a
' in a small square box (approx size of 1 character in 12dpi font) above it.
When people recieve and open my messages they also get the same error about
Active X controls and get the small square box with an apostrophe in too. If
I delete the box then the reciever of the message has no problems.

I have repeatedly deleted my signature (editing it always in a new file in
MS word or copying and pasting from word directly into the edit box in the
signature block creation screen). Editing my signature, replacing it,
pressing the delete key to get rid of characters before the text have no
effect; on both my new messages and my reply messages the ActiveX control
error keeps coming back.
