simplify taskbars

I need to simplify the outlook taskbar as much as possible
(windows xp home) for my 79 yr old father in law. This
means removing all the web navigation stuff as it just
confuses him; he just needs the standard formatting tool
bar and the file/edit task bar. I thought I did it once
before but after the last updates it seems to have
reappeared and I can't figure out how to make the last of
it disappear..the full web toolbar is not up, but he really
really does not need the the address box up there tempting
him to stray<vbg>
