Site Editor for Project Server 2003 Now Available?

I found this link through a Google search:

It appears to be the real thing, posted back in January '04, in spite
of a few reports on this group (as recently as April '04) which said
the Site Editor wasn't available yet for Project Server 2003.

I downloaded the file and the documentation does indeed refer to PS
2003. Does anyone have reason to believe it's broken or problematic?

PS - For those who don't know, Site Editor is a key Microsoft tool
that enables creation of multiple Project Server instances on the same
machine.

The Edit Site tool is one of many tools Microsoft has released for use with
Project Server 2003. Some of the others include the Rename Project utility,
the Project Server Cleaner, the Project Server Health Monitor, etc. They
can all be found by searching the following page for Project Server 2003:

I have tried the RenameProject but I am getting strange results:
1) while I am renaming the utility says "unexpected error"
2) the result is that the project name is still the old one in the
utility list while it shows the new one in PWA

Does anyone knows about it or has tried it?
