Site Search

I am trying to add a site search box to my site. I have followed these
instrux because the search page template isn't there:

If the Search Page template is unavailable

Because Web Search is a Browse-Time Web Component, you need to make
sure that Browse-Time Web Components are activated.
On the Tools menu, click Page Options.
In the Page Options dialog box, click the Authoring tab.
Under FrontPage and SharePoint technologies, select the Browse-Time Web
Components check box, and then click OK.
In Design view, double-click the Search for text box.

It does not put a search box in my page so therefore, I can't
"double-click the Search for text box."???
