Sites not being created, no documents, issues, or risks.

I followed the Microsoft Office Project Server 2003 Small-Scale
Installation Guide off of the Project Server website. I had some
problems even completing the installation with the steps they provided.
But, now the Sharepoint site is up, the Project Web Access is up, and
I can connect with Project 2003 from my desktop. I can publish the
projects and then view them from PWA, but I can't add any documents,
issues, or risks. It appears that the sites aren't being created.
When I am on the Project 2003 administration
page and try to connect to Windows Sharepoint Services, I get the
following error:

The specified web server is not extended with Windows Sharepoint
Services or is not accessible via http(s) protocols.

Did you extended the Virtual site?
Did you install the SharePoint extensions for Project Server?

I extended the virutual site. When was I supposed to install
SharePoint extensions? It wasn't mentioned in the MS Installation
Guide.

When I am on the WSS virtual servers list, this is what I see:

Name URL Version
Default Web Site http://apps01/ Not Installed
Extend (<-- not a link)

"Default Web Site" is a link to the "Extend Virtual Server Page"

Which has this info for the Current Virtual Server:
Virtual Server Name: Default Web Site
URL: http://ksotapps01/
Version: Not Installed

These are my Provisioning Options:
Extend and create a content database
Extend and map to another virtual server

sorry, the URL for the virtual server name is actually http://apps01/

Yes, you should Extend and create a content Database first.
Then you will put the Project Server CD and install the Project Server
extensions for Sharepoint.

the small-scale install line for line.

I'm sorry, actually I went through that guide last week. It was after
I finished those steps that I posted my first message. It still isn't
working correctly. I'm thinking I don't have some permissions correct
or something.

The best way to install is using an user with local admin privilegies.
It is appearing some error at the setup?
