Despite having all the CDs I ever used to install an Office product, I'm not
able to install the most recent downloads due to the installation wizard not
finding the above mentioned file required for installation. Tried to follow
the directions for "fullfile" downloads to no avail.

As a guess the system initially had Office installed from a different
version, or had a specialized (OEM?) install. Canada, eh?

Did a fairly extensive search on Google, and to be honest the best idea I
saw was for you to remove Office; clean up the Registry after that; then
install Office from the "known good" CD media you now have.

Hopefully someone else will post with a less painful solution.

I can suggest running a repair (go to Help menu and choose Detect and
Repair). But if that doesn't work I'm afraid the remove and reinstall is your
best bet.
