There are tasks in my project that are subject to De commitment by my
resources. I understand the difference between free and total slack. If I
have enough time in total slack but not enough time in free slack, how do I
track all of the effected tasks, in the project, if I decide to delay the
task (within the boundaries of total slack)? I have tried to create
mathematical equations (with a new column) with regard to predecessores and
successors, but have been unsuccessful.

What do you mean by track?
If you simply want to filter the project to see the affected tasks you can
use my "trace" macro which you can download for free from my website.

I'm sure you could modify it further if you can define what you mean by
track and what you want to do with those tasks.
It is impossible to do it using only a formula in a customized field because
those formulas only reference information specific to that row. They can not
get information about other rows (tasks).
