Slow saves and published after Exchange 2003 Upgrade

We upgraded our exchange server to 2003 and now when I
save a page in FP 2003, it takes at *least* 1 minute
(compared to 5 seconds previously) to save. Publishing
take a lot longer also. I've deleted .tmp files, and .web
files but that hasn't helped at all. As I said,
everything was running fine prior to this latest upgrade.
I'm running Win2000, sp3, with 512MB RAM. Office 2003 was
also installed at the same time as the Exchange upgrade.

This is very frustrating.

I didn't get any help on this problem before and have
still not determined a "fix" However, I've got a few more
things to add to this however as I list below.

I've got 3 websites. The first one is large with numerous
files and folders. The second one is about half that
size. The third is an ecommerce site about half again
that size. All sites exhibit the problem. All sites use
javascript for Live Help. All sites use javascript for
navigation menus (AllWebMenus). The support site is
seldom touched by my machine. These problems with slow
saves occurred after the upgrade to Exchange 2003, which
occurred around the same time as the upgrade to FP2003 and
Office 2003. The slow saves were not occurring prior to
any of these upgrades.

1) The problem exists with FrontPage 2003

2) The problem exists with FrontPage 2002 as well

3) A fresh install of FP 2003, that is, installing
FrontPage 2003 on a machine that never had FrontPage 2002
does not solve the problem.

4) FP can access an empty web site on a Windows 2003
based site running IIS 6 and not show the problem

5) FP can access an existing web site on Windows
2000 running IIS 5 and exhibit the problem, so we thought,
okay, it is an IIS 5 problem.

6) Not an IIS 5 problem as we can build a new, blank
site on an IIS 5 server and it does not have the problem.
We then thought, okay, this must be machine problem.

7) Not a machine problem as it occurs on two
different PC's and does not occur on a new site built on
either server.

8) Not related to the shared borders as they can be
imported to the new site

9) Not related (apparently) to the Live Help secure
site coding as that can be imported in the new site.

10) Problem moved when all of the content and folders
from the Offline web for www.hagerman.com were moved to
the new site that was working
