Slow Script Execution

When a project is selected and the EDIT link is clicked in PWA on the Project
page, a message box appears stating "A script on this page is causing
Internet Explorer to run slowly. If it continues your computer may become
unresponsive. Do you want to abort the script?"

If you continue it runs successfully. I was able to reproduce this in 2
additional environments.

I am needing to find out why this is occuring. My theory is that we have a
large number of custom outline codes.
