small business office 2000 setup

I am trying to get a copy of small business office 2000 to remain installed without having it reinstall every time the user suses it on his win2k/sp3 laptop on a win2k network. THe user is the admin of the laptop. I have tried to install under the local admin of the laptop and test and no go, I have also tried to run setup and thesn choose to run from local machine and it still installs each time, how can I ge't his office 2000 setup to install one time and remain installed'?
