It seems that Frontpage doesn't have smartquotes as in Microsoft Word.
What is the preferred method of simplifying the insertion of elements
like left and right quotation marks?

Ok, I am learning about this.

The most authoritative comment I can find seems to be that at
http://www.dwheeler.com/essays/quotes-in-html.html where it is stated
that the right (safe) way of inserting smart/attractive quotes into
HTML is to use codes like “ for left double quotes.

If this is the case, and given that I've got a helluva lot of quotes
(which I'd like to look good) to insert into FrontPage, could I ask
users if there is a better way of doing this than just modifying the
code, quote by quote.

How do others handle this?

The smart quotes are challenges to web browsers.

If you do cut and paste from Word to FP, FP will retain some of them,
will convert some to regular quotes.

I convert all smart quotes to regular quotes.

The safest way to deal with smart quote marks, is not to use them in web
pages. If you browse many online versions of newspaper/media outlets,
you will see that none of them use smart quotes. On occasion, when the
need to use smart quotes on stand-out captions, they use graphics.
