Soft return not working?

I have XP Pro installed and I have always been able to
use the Shift+Enter to create a 'soft carriage return' on
a document. For some reason it doesn't appear to work
now.

I have my normal.dot set up with 6 point after spacing
and the only way I can insert a line break with no
spacing is to use Insert/Break/text wrapping break. I
don't want to change the formatting of my normal.dot.
Any suggestions anyone?

Shift-Enter inserts a manual line break. I'm not aware of anything that
would change this behavior other than a custom keyboard shortcut.

You would think that would work but I assure it doesn't
on my current keyboard. I will look into the custom
keyboard idea, although I don't hold out much hope as
this is a 'virgin' brand new keyboard and system.

Not a "custom keyboard" but a "custom keyboard shortcut" in Word. You may
have redefined this key combination.

As a last resort you could record a macro inserting a text wrapping break
and assign it to this key combination.
