software for iPAQ hx4000

I have the iPAQ hx4000.
I would like to up load pages on it, that I create with front page.
Which shoftware shoud I install to be able to see .pub pages
and do minor modifications to them?

..pub requires MicroSoft Publisher, which is not a web page design program
like FrontPage.
