Some updates not showing in newly published form.

Since updates to my form my take many days and it needs to be where users are
able to access it I keep a working copy. What I do is I publish my form to
the Service Forms folder where everyone's template resides. I then open that
and publish it back to my working folder as a working version indexing the
working version number so that I have a history of previously published
versions. I make my changes to the working version and then publish the
updated form to the to the Service Forms folder using the template's name,
essentially over-writing the template and the cycle continues.

At the top of the form I have a text box that has the version number in it.
Each time I change the version I open the text box and change the Default
Value to the next number. (I use the text box so that I don't forget to
update the print views, which used to happen).

Anyway, after the most recent publication some users reported that some
previous filled forms were showing the previous version number. After some
checking I have found that indeed some reports show the new version number at
the top and others show the the old version. If I open a report that show the
old version number and then click on "Design This Form..." the version number
is the correct new number.

I have been using this method of version updates for over a year and at
least seven previous version updates without any issues.

These forms are stored in customer folders and it seems that if one in that
folder shows the old version, all in that folder do. It seems to be random
though as some of the affected forms are in folders that have had recent
additions while others are in folders that have not had any recent form
placed in them.

I have republished a number of times with no change. The odd thing is is
that it seems that this text box is the only field affected, all other
changes are fine.

Any ideas?
