Some Users Can't See Voting Buttons

I have sent out an email with voting buttons to staff members, all in the
same office, all using MS Outlook 2003 and all using the same server. The
service packs are all up to date yet some users have the voting buttons and
others don't. Is there something within the programme where you can choose to
have this function disabled/enabled or could it be something else?
